The maintenance clock is a great idea to keep your site users inform about the approximate date and time that the site will be back online.
This is how I think it should work
1. Admin will enter the approximate date and time from the admin panel right below where you choose to turn the site offline ( Maintenance Mode ) YOURSITE.com/admin/core/settings/general
2. When visitor goes to your page he will see the maintenance message and also his local time and the approximate date and time the site will be back online.
Something similar or better than this.....
